Join the Maryland Planning Commissioners Association (MPCA) for the Mastering the Master Plan Workshop

With the anticipated release of the 2020 Census numbers later this year, many jurisdictions are engaged in local discussions and implementing workplans to update their comprehensive/master plans. Maryland’s Land Use Article (LUA) codifies specific requirements that all jurisdictions with planning and zoning authority must meet when completing and adopting a comprehensive plan. The requirements vary based on the type of jurisdiction (non-charter/charter counties and municipalities) but share common themes and processes. The LUA also requires jurisdictions to, at a minimum, review their comprehensive plans every 10 years. Many, if not most, jurisdictions align the development of a new or updated comprehensive plan with the release of decennial census data. The Maryland Department of Planning’s 10-year cycle documents for counties and municipalities highlight the expected increase in updated comprehensive plans over the next few years.

The Maryland Planning Commissioners Association (MPCA) membership has expressed interest in learning more about comprehensive planning in Maryland, including the role of citizen planners (planning commissioners, boards of zoning appeals members, and others). The MPCA Executive Committee is excited to invite you to a free workshop called Mastering the Master Plan on Friday, July 16, from 10:00 –11:30 a.m. While the content of the workshop will be tailored to citizen planners, everyone is invited to join. 

Workshop topics ​will include: 

  • Purpose of comprehensive plans 
  • Maryland comprehensive plan requirements 
  • Planning to plan – what do we need to do to make best plan possible? 
  • Community outreach and engagement 
  • Plan drafting process 
  • Data and analysis 
  • Connection with other planning documents 
  • Implementation 
  • Role of the citizen planners 

The MPCA will conduct the workshop in partnership with the Maryland Department of Planning and local stakeholders.
