Charles County leaders have been developing plans to encourage TOD in Waldorf, where the bulk of the county’s population lives. The Waldorf Urban Design Study identifies the downtown as a mixed-use, transit-oriented development hub. County officials revised zoning regulations to encourage TOD and conducted a market analysis and infrastructure impact study, developed urban design guidelines and wrote a transportation improvement plan for the Waldorf area.

The draft 2013 Charles County Comprehensive Plan designates an Urban Redevelopment Corridor along the Waldorf/US 301 area to support a future transitway, which has been studied by the state for feasibility and right-of-way preservation. The transitway would connect White Plains in Charles County to the Branch Avenue Metro Station along the US 301/MD 5 corridor through Prince George’s County.
