Local Government Annual Reporting Tools

The Maryland Department of Planning has developed annual report templates to help facilitate each local jurisdiction complete a variety of annual report information as required by the General Assembly. ​

All jurisdictions 

  • Land Use Article: 
    • §1-207 (basic requirements); 
    • 1-207(c)6. (5-year mid-cycle report). 

All jurisdictions issuing more than 50 new residential permits 

  • Land Use Article: 
    • §1-208 (measure & indicators). 

All jurisdictions with an adequate public facilities ordinance (APFO) 

  • Land Use Article: 
    • §7-104 (APFO restrictions within the Priority Funding Area). 

All jurisdictions with a population greater than 150,000 

  • Land Use Article: 
    • §7-105(b) (building and development applications (BDA); and 
    • §7-105(c)(1) (housing permit information (HPI) report. 

All counties 

  • Local Government Article:  
    • §20-125(B) (impact fees, surcharges, and excise taxes)
