Housing Element Checklist

​​​​The checklist guides the Maryland Department of Planning’s (MDP) review of comprehensive plan housing elements. Local governments should use it to inform their planning processes, assess whether their draft plans follow best practices, and comply with statutory requirements. MDP’s 60-day review comments evaluate whether housing elements include the items identified in this checklist.  

Maryland’s eight Sustainable Growth Policy and Planning Principles (SG3P) are the foundation for this checklist and all MDP guidance. SG3P seeks to improve human well-being, mitigate climate change, and grow economic opportunity for all Marylanders. Maryland’s Housing Principle is to enable a mix of quality housing types and affordability options to accommodate all who want to live in the state.   

The checklist is divided into two sections: one table identifying statutory requirements and a second table identifying recommended best practices. Table 1 addresses statutory requirements for housing elements. Table 2 addresses housing element best practices that are consistent with Maryland’s housing principles.
