An Introduction and Purpose section is usually found at the beginning and is useful to articulate the goals and purposes of the sections that follow. The introduction typically describes the basic economic setting, including the context of existing economic development plans of the county, jurisdiction and/or region. This section sets forth a vision for the local economy accompanied by a list of goals that address what is most important to advance the local economy. These goals are referenced in the subsequent sections of the Economic Development Element along with the policies and partners key to their implementation.​
