​ ​The Baltimore County East Side community-wide assessment grant project target area is co-located with several state and county incentive areas, where special financial incentive opportunities are available. The incentive areas listed below are located in a portion of the project target area. Incentive Areas

Maple Streets Areas

In 2008, the Maryland Department of Housing and Community Development (DHCD) established the Maple Street designation as a complement to Main Street in order to encourage more investment in residential communities in and around Main Street districts. Four Maple Street communities have been designated to date including: Cambridge, Cumberland, Dundalk, and Westminster. Maple Street initiatives encourage residential revitalization projects near the business district that strengthen the relationship between downtown commercial districts and the surrounding neighborhoods. Maple Streets ​​Areas in the East Side are limited to southwestern Dundalk.  ​

Main Streets Areas

The program strives to strengthen the economic potential of Maryland’s traditional main streets and neighborhoods. Using a competitive process, Main Street Maryland selects co​​mmunities who have made a commitment to succeed and helps them improve the economy, appearance and image of their traditional downtown business districts. There are a total of 28 Maryland Main Street Areas, including southwestern Dundalk on the East Side.

Enterprise Zones

The Maryland Department of Commerce identifies and maintains boundaries where businesses may be eligible for income tax and real property tax credits for job creation and investments. Businesses may be eligible for real property tax credits and income tax credits.​​

Metropolitan Planning Organizations Boundaries

This incentive area represents the political boundaries of Metropolitan Planning Organizations (MPO) that exist in Maryland and for which the Maryland Department of Transportation (MDOT) is a member. MPO Boundaries data was intended to be used for planning purposes within governments at the national and state level. A metropolitan planning organization (MPO) is a federally-mandated and federally-funded transportation policy-making organization made up of representatives from local governments and governmental transportation authorities. Federal law requires the formation of an MPO for any urbanized area (UZA) with a population greater than 50,000. Federal funding for transportation projects a​​​​​nd programs are channeled through this planning process. Congress created MPOs to ensure that existing and future expenditures of federal funds for transportation projects and programs are based on a continuing, cooperative, and comprehensive (“3C”) planning process. MPOs are charged with developing a 20-year long-range transportation plan (LRTP) and a short-term (usually 2-6 years) program called the transportation improvement program (TIP) for each of their respective regions. There are seven MPOs of which Maryland jurisdictions and agencies are members. The MPO for Baltimore County is the Baltimore Regional Transportation Board (BRTB). Opportunity Zones

The Opportunity Zone program is a nationwide initiative administered by the U.S. Treasury created under the 2017 Tax Cuts and Job​s Act. The program provides federal tax incentives for investment in d​istressed communities. The goal is to encourage long-term, private investment from realized capital gains into low-income census tracts around the country. Maryland has 149 Opportunity Zones. Each county in the state has at least one Opportunity Zone; Baltimore County has 10 Opportunity Zones. Opportunity Zones were designated by the U.S. Treasury based on eligible census tracts nominated by the Governor. Maryland’s Opportunity Zones address local needs and community priorities.​

Baltimore County Commercial Revitalization District

Baltimore County's 17 officially designated Commercial Revitalization Districts are the “front doors” to the county’s desired established communities. Each district is staffed by a planner who works closely with the business and property owners, business associations and the local communities to provide a rang​​e of services aimed at maintaining the health and vitality of these neighborhood commercial areas. Baltimore County Historic District

The agreement by the owners ​​​of 75 percent of the property within a proposed district’s boundary is required to form a local historic district, including the Baltimore County Historic District. Any exterior modification or addition to a structure in a district, or any excavation, building, or demolition permit, is subject to approval by the Landmarks Preservation Commission. Historic rehabilitation tax credit programs from Baltimore County and the Maryland Historical Trust (MHT), the state agency for Historic Preservation, may be available to residential and commercial properties that qualify.
