Instructions and Guidance on Submissions to the Maryland Department of Planning

​Water and Sewer Plans

Planning staff are responsible for reviewing both draft and adopted versions of county water and sewer plans and their amendments for consistency with county and municipal comprehensive plans, PFA eligibility, Growth Tier Map implications, and areas of other state interest. Planning completes and submits its review to the Maryland Department of the Environment (MDE) within 35 days of receipt. However, Planning is not responsible for the intake and processing of water and sewer plans and their amendments.

Counties must mail these plans for review, with a cover letter, to the office of the Director of the Water and Science Administration at:
