The March meeting was designed to give the Task Force an opportunity to understand the county, municipal and State perspective on growth and development. Panels assembled by the Maryland Association of Counties (MACo) and the Maryland Municipal League (MML) presented the unique viewpoint of growth from counties and municipalities to the task force members. Planning Secretary Richard Eberhart Hall followed these by sharing the State’s perspective. The three presentations were to answer a list 12 framing questions posed by the Task Force. Parameters of a State Plan
Maryland Department of Housing and Community Development’s (DHCD) Assistant Secretary for the Division of Neighborhood Revitalization, Carol Gilbert, delivered a presentation on State housing programs and initiatives to the Task Force. The objectives of this presentation were:
- to give the Task Force a briefing of DHCD's mission;
- to demonstrate the Department's contribution to smart growth and sustainability; and
- to outline the potential housing elements to be considered in a State Developement Plan.

Maryland Planning 101
Assistant Secretary of Planning Services Donald Halligan delivered an overview of planning in Maryland called “Planning 101.” The purpose of this presentation was to give the Task Force a broad summary of Planning in Maryland. This included the history of planning in the State, the reasons for planning and a primer on the tools available. Click here to view the Planning 101 Presentation
Maryland Demographics 101
MDP staff economist Mark Goldstein gave the Task Force members a wide-angle view of the State’s demographics. The Maryland Demographics 101 presentation was intended to inform the audience about the nature of population growth and trends, interstate migration, age structure and the labor force and job growth. Maryland Land Use: Growth and Trends
Secretary of Planning Richard Hall then instructed the Task Force about the realities of growth and development in Maryland. This presentation focused on historic land use, the present state of land use in the State and the trends and factors that will influence how the Maryland will grow in the future.
