Application Requirements to Initiate Review Process
In order to initiate the Maryland Intergovernmental Review & Coordination (MIRC) Process, applicants must submit to the Clearinghouse a sufficient number of hard copies of the project/program/proposal to distribute among State agencies and local jurisdictions that may be impacted if the application receives approval and/or funding from the approving source. Copies also maybe submitted electronically via e-mail, as a "PDF" file or as a "CD". The number of copies will vary depending upon the subject matter, but all submissions should include:
- Application Form (usually the standard federal 424 if federal financial assistance is requested; for State programs, the designated form)
- Type, purpose, explanation, and justification of the proposal
- Areas to be served
- Budget and funding sources
- Staffing
- Location (site and vicinity map)
- If known, whether or not the project is in a certified Priority Funding Area (PFA)
- Catalog of Federal Domestic Assistance (CFDA) program number and title (for federal programs)
- Cover letter
Below is a listing of project types and the minimum number of copies of project materials that are required to begin a review. If an applicant does not submit the number listed, it may hold up the process. For those items that state, "Call" in the column titled "# of Copies," please call the Clearinghouse at 410-767-4490 for specific directions.
