In order to initiate the Maryland Intergovernmental Review & Coordination (MIRC) Process, applicants must submit to the Clearinghouse a sufficient number of hard copies of the project/program/proposal to distribute among State agencies and local jurisdictions that may be impacted if the application receives approval and/or funding from the approving source. Copies also maybe submitted electronically via e-mail, as a "PDF" file or as a "CD". The number of copies will vary depending upon the subject matter, but all submissions should include:

  • Application Form (usually the standard federal 424 if federal financial assistance is requested; for State programs, the designated form)
  • Type, purpose, explanation, and justification of the proposal
  • Areas to be served
  • Budget and funding sources
  • Staffing
  • Location (site and vicinity map)
  • If known, whether or not the project is in a certified Priority Funding Area (PFA)
  • Catalog of Federal Domestic Assistance (CFDA) program number and title (for federal programs)
  • Cover letter
